feat(lsf): 将标签工作室前端从CDN迁移到本地资源

- 更新页面标题为更简洁的数据标注描述
- 移除CDN链接改为使用本地静态资源路径
- 删除冗余的注释说明内容
- 优化资源加载方式提高离线可用性
