chore(deps): 更新 Docker 镜像源地址

- 将 etcd 镜像源从 quay.io 替换为 quay.nju.edu.cn
- 将 vLLM-Ascend 镜像源从 quay.io 替换为 quay.nju.edu.cn
- 统一使用南京大学镜像仓库地址以提高下载速度
